The real fear is that autocrats, in addition to democratically-elected populist leaders, will more and more construct out the next technology of telecommunications infrastructure on Chinese hardware. The extra they accomplish that, the more U.S. and European leaders will lose a point of leverage — it’s a lot easier to insist on governing telecommunications and surveillance technology in line with democratic values when you’re the supplier of that technology. One of the key questions for U.S. coverage is how Washington should seek to organize democracies to cooperate on technology. Some have argued that the Biden administration should create an alliance of techno-democracies. I have been working on a paper with our colleague Tanvi Madan that argues that this approach may be problematic for a selection of reasons.
